If the trailer brakes are locking up when pressing on the brake pedal in your tow vehicle and not releasing until bumping the pedal again, then it's very possible you have a bad brake light switch on the vehicle that needs to be replaced. It sounds like the switch is sticking when pressing on the pedal.
You might check to see if the brake lights on your tow vehicle also stay on until bumping the pedal again, which would be a clear indication of this.
